It looks to me like there are all types of reasons. Some are community based, some are politically based, some are hired and paid in really weird ways to avoid a paper trail.
In your situation how many and who were in on it ( friends, family, neighbors, associates, coworkers, etc )?
They are trying to convince themselves they are HELPING (!) a hoarder or some such nonsense by stealing all your things for themselves and having vague mental health concerns. In a mental hospital they can charge the government from 1200$ a DAY to 4000$ a DAY to feed you garbage and medicate you senseless.
Yes the local and state law enforcement. The street level gangstalking could not go on without their consent. Here in Montgomery county Ohio they not only turn a blind eye but they participate also. After three tries I finally learned the are in on this.

When tis 1st happened to me i felt very bad lost helpless and confused 😕🤔 i still feel tht way today som ? I think 💬🤔 there’s a coping mechanism & it 🦵 kicks in living w/ out family members inlaws from 17 yrs ago and a life time parents sis and brothers cuzins all of them i Liv out of town som passed away emotionally they playing games so Jesus kept me & keep me near th cross 🤞 while am waiting I’ll b praying 🙏,i got them back then i put a joke on them about what happened i f cked up they hauled AZZ 😂 LOL

It helps when you can pinpoint who these guys are. You might be fortunate enough to have one of them ( a Mormon perhaps ) come up to you and start bragging about how he had a PI license. And his two brothers are cops. Even then it takes years to connect the dots. A lot of it is gaslighting. A lot of it is connected to real estate. So they decide to « clean up » an area of your city. They harsss people they’ve designated as a problem. ( The first city this started in in the US was New York btw ). Then they take their stuff, get them fired, take their house or apartment, try and get it for cheap and hang on to it till values rise. They might feel resentful that a certain ethnic group has settled in the downtown ( they might too be hoping values rise in their favour ). Now suddenly this ethnic group is a problem. It could be an age thing. Lots of widows left living alone in a home they OWN outright and want to keep. Now suddenly they have « dementia « and need to get dragged out of their house and into a care home. Not to worry. Gangstslkers will help you and buy your house up right quick so you can pay 7000$ a month for a care home.
