CIA runs electronic harassment (MK ULTRA) and FBI runs gangstalking (COINTELPRO). They use all of their partnerships as partners in crime and all of their capabilities and resources to smear campaign, gaslight, covertly harass, and the only protocol is to kill the targeted individual with plausible deniability.
