Our most valued right, the right to privacy, is not explicitly stated in our Constitution and Bill of Rights. The “right to be let alone” has been upheld in case law. Don’t expect to be treated nicely or respectfully, even though you should be treated as such. Expect to be blamed, demeaned and to he treated in a condescending manner. Be firm and polite. Don’t be surprised if they refuse to take your report. Call again and request a Supervisor. If you can file a report online in your own words all the better. No one wants to bother law enforcement for no good reason. You may decide it’s not worth reporting and that’s ok too. You need to manage your situation to the best of your ability.

It’s just a term. “Targeted Individuals” could be called something else. And to define what it means is difficult. What it is in reality is sometimes a lifetime pattern of being excluded, harassed, receiving death threats, having neighbors move next door who blast you out of your place with noise. Some of these things may happen to “regular” people rarely. Not as an ongoing pattern.
Look up, if you want to the Stasi techniques of Communist East Germany. The Stasi was the secret police and they attempted to drive people crazy or to suicide. Smear campaigns are one of the most effective actions to destroy someone’s life. They used these too. They targeted anyone who criticized the government or people who were nonconformist.
Not everyone who claims to be targeted actually is. Some of them may truly believe they are but there is only a very small number of people who are genuinely “targeted individuals”. There are those who infiltrate groups of targeted individuals in order to create chaos. I think the majority of targeted individuals end up like me. They won’t get involved in groups, end up alone because the price they pay for any kind of involvement is just too high. It often means more trouble for the reason I have noted.
