Are true targeted individuals facing government surveillance and psychological torture through gang stalking and gaslighting?

It’s hard to say for sure if it it’s an official government program. I am certain that elements of the government are involved but I think that they may just be corrupt people using the government for corrupt secret programs. Most of the perpetrators tend to be involved in the meth and fentanyl trade. They are involved in life insurance scams human trafficking murder porn identity theft etc. There’s also an element of black magic and dark witchcraft.
